Each page should concentrate a primary theme, and you really need 10-20 pages, minimum, 500-600 words per page, because this is what the search engines (SE's) will be looking for: Volume, a "serious," interesting, informative site.
There should be lots of words on your 10-20 pages about the theme, i.e., "Insurance," 500-600 words per page.
A "Key word" is something people will actually think of and type into a search, i.e., "meta tag!?"
Certain Key words will reflect upon your themes, and should be mentioned multiple times on each page, in the basic text. It is best if these words appear toward the top of the text, and again at the very bottom, to help establish a page theme for the search engines, so that they will attach more importance to the words.
Each page absolutely needs an headline, i.e., "Best value home insurance." Make it fairly large, and make sure that it also appears in you <title> Meta tag!
IT CANNOT BE AN IMAGE, LIKE A .GIF OR .JPG., because these are invisible to search engines. They cannot read pictures of words.
The headline MUST reflect what is in the text for the page.
The headline MUST contain the Key words you have targeted for that page.
The main Key word(s) MUST be the first word(s) in the headline.
The headline MUST be followed by text, IMMEDIATELY, try using your meta tag description here.
The mentioned line of text should echo the headline, be similar, and have the same Key word first, same string of targeted keywords.
There must be additional text, same Key words first, etc.
ALL of the above MUST draw from any Key word meta tag list for the specific page.
All text and headlines should be at least 9 point in size.
NEVER make the text or headlines the same color as a "true background color," it will be rejected as spamming.
Do not construct long lists of words, with no sentence structure, with repetitions, etc., it will be rejected as a spamming list. Use lots of paragraphs and good sentence structure.
ELIMINATE any mention of the words "Welcome" and "Come To," in ALL of your pages and meta tags.
When writing a paragraph, put your keywords and phrases toward the beginning of the sentence.
Put the sentence and keywords at the beginning of the paragraph, never the end.
Do Not try to cover too many different topics, in one paragraph, or even in one page, it will dilute the mix. Try to dedicate each page to one topic (as described in your meta tag decription) if possible.
Tend to use your keywords and keyword-phrases in proximity to each other in a paragraph.
Try to have a concentration of about 2.5% of your Keyword v. your total Text. Divide the total number of words into the total number of any specific keyword. (both MS Word, and MS Works have a word counter, under "Tools…>>".)

Make sure you have a HOME button on every single page, or some way to navigate to your main page.
Make sure you have a main set of Links on your .index page, linking to other important pages on your site that you want the SEs to crawl, read, and index.
Make Certain you have an address, phone number, and e-mail address on every page, SEs consider this to separate the pros from the amateurs, and attach Importance to it.
Make use of the "ALT= " function of your HTML, and insert keywords this way. Instead of naming your graphics something like "logo-10.jpg," use keywords; for instance: "red-widgets.jpg"
